The HadRM3 model used in UKCP09 does include a land surface scheme, although at a coarse resolution (1deg x 1deg). See Annex 7, paragraph 7.2 of the Climate change projections report. The new generation HadRM3 model represents different land surfaces (including urban) at a higher resolution but had not been developed at the time the UKCP09 projections were undertaken.
