The baseline (or reference) period defines the climatology against which future changes are projected.
 
In detail

The baseline or reference period is conventionally a thirty-year period, relating to either observed data or model-simulated data. For UKCP09, the reference period is the modelled climatology from 1961 to 1990, meaning that all climate change projections are given relative to this period. UKCP09 also provides projections of future climate, derived by adding the climate change projections to an observed 1961 to 1990 baseline climate.
